Thanks, this will definitely improve okular printing abilities!
If I understand correctly the fundamental issue with poppler remains and
utilities such as `pdftops` remain broken with the current fix, is it correct?

1) Yes, poppler is used
2) On Windows, rasterization resolution follows the printer. Elsewhere, 300dpi
is hardcoded.
