Yes. KWin doesn't really have anything to do with Flatpak or what the Vulkan
driver is doing under the hood.

If you enable the nvidia-persistenced daemon by running:
"sudo systemctl enable nvidia-persistenced --now", it seems to resolve this
issue.
Additionally, you no longer need to add
"__NV_PRIME_RENDER_OFFLOAD=1 __VK_LA

Based on my tests, this seems to be exclusively a KDE issue, as the problem
does not occur in other DEs, such as GNOME.
Interestingly, in GNOME, you don’t even need to enter any commands in the
launch parameters for games
