For my own use case, rotate would be used far more frequently than close, I may
rotate/move/measure several times before finally closing it.
I didn't consider the buttons to add "clutter", but again that's personal
opinion

How often do you rotate vs. close it? If we would clutter the ruler (again)
with buttons, then the close button would certainly needed first.

Whilst the general "new" look of kruler is very nice, the removal of the
rotation button is sorely missed.
As it is highly probable one would position/size the ruler using the mouse it
would be nice to simply click to rotat
