Just installing all 'sane' related packages won't help, if kolourpaint was not
compiled against the ksane dependency.
In other words, we still need the information requested in comment 1.

Additional searches reviled that two other LXLE users and one Debian user have
also experienced the same grayed out scan button.

My package manager says nothing about Ksane... however I've went
through and installed many KDE graphic module parts, and the *sane
stuff...
