Could you try this? enable kio debug, `export QT_LOGGING_RULES="*kio*=true"`,
then open the app, and recreate the bug, and post the log.

As I said in comment 0, my CIFS shares are not mounted when I open save/open
file dialogs.
It's not a specific bug of the KCM because it also occurs after these steps:
1. right-click on desktop and choose 'Configure
