The issue seems to be libszip: disabling the plugin in Ark fixes the issue.

I tested this out with xarchiver as well, and that had no problems extracting
this either

One more thing: I tried using the unzip command from the terminal, and that
went off without a hitch. It seems to be an Ark specific problem.
