a little more info (in addition to above)...
a fresh install
- nothing added
- compositor turned off
with 'nomodeset' xrand shows vga display at 1024x768 -- discover works fine
without nomodeset xrand shows LVDS1 at 128

As I use this setup (fresh install of Kubuntu 16.10), plasma keeps crashing
every so often (in addition to above reported unusable Discover).

well... plasma crashes once in a while too (same thing with the debug report,
says it's useless for you). Otherwise, so far other apps seem to work ok,
though I haven't used the system that heavily after reloading kubuntu
