I looked at that, but it's not the browser border i need, it's the
page with border (currently page width is set to 950px).

You can try Simple Tooltip, for create simple and unobtrusive
tooltips :

It detects window borders, and has no limitations for design and
structure, because any element can be a tooltip.
The documentation is only in french for the momen

border and avoids it.
