I need similar behaviour to the Build Blocker Plugin but only block matches
on the same node.
Ideally if another nodes is free then the build should be shunted across to
it.
I don't want to reduce the executor count as that would stop other,
unrestricted jobs from running on these nodes.

I'm interested on how to use Jenkins for Continuous Deployment. I notice
there are some non-free tools like Bamboo, which can integrate with Jenkins
to deploy the builds after they have completed. I am wondering what kind of
open source alternatives are available. I did see a tomcat plugin.
I ran that test code and earlier it gave 128 . So, made a few more changes
like reinstalling jdk, setting the java paths in a few more files for
Jenkins to get the path during slave launch itself and then finally copying
the UnlimitedJCEPolicy jar files even though they existed in the security
