I haven't run this plugin, but I know in the past I have looked at it as
others have asked, to me it looks like a bit of a brittle setup, were you
unable to follow all the steps? (to me isn't clear if it has to be
running).

there is this: https://wiki.jenkins-ci.org/display/JENKINS/Skype+Plugin -
but it is required to run with a skype client. Skype doesn't have external
apis unfortunately (at least last I heard).
