I use almost exclusively Chrome . . . though I just tried to create a Config
file using IE9 and had no issues.
It might be nice to know exactly the kind of file you are
Jenkins and the plugin are you using?

file edit page. THAT is my problem. "Submit" simply does not store the file.

Once you define a config file (hit submit) . . . you then go to each job and
say "add this config file to the workspace" . . . at least that is how I use it.
We configure it so the path to the config file is left in a Environment
Variable and the program picks it up from there.
