Thought i'd answer this in case anyone else came across it - seems to be a
problem with the jenkins apt-get installed package. If i download the
jenkins war and run it everything works fine... (very odd)

An existing very similar set up on the same network is connecting fine to
the server for a list of plugins

I've put a fresh install of Jenkins (the default version found by sudo
apt-get which has installed 1.466.2) onto a fresh install of Ubuntu 12.10
server.
I've tried the following:
- making sure it's got a path to java jdk
- making sure it's got a path to maven
- repeatedly trying refreshing
