I found a way around this issue.
I'm only executing publishHTML when an error occurs and am giving the HTML
Report link in the left nav a unique value (including the test name) so
that each test failure has a link to the HTML artifacts.

That's not how URLs in Jenkins work.
There's no 'index.html' file in that directory, but your job is configured to
show that initially. That's the problem.

I have a very simple MSBuild project in Jenkins that produces code coverage
information.
When trying to use the link provided by Html Publisher Plugin in the
project view I get an 404 error:

then it will show up, so it might be something wrong with the caching that
the wiki has.
