We have the Config AutoRefresh Plugin <http://wiki.jenkins-ci.org/display/JENKINS/Config+AutoRefresh+Plugin> installed. Set to 10 seconds. It system never refreshes for anybody. I removed it hoping for the "default" refresh (like on my local computer). Nope. Re-installed
