so the first problem was someone installed set next build number and
changed it manually
the second one is the bug JENKINS-27188,
looks like someone from my team upgraded the version and didn't updated me.
i'll downgrade to 1.599-1.1

Weird, because this bug, JENKINS-27188, has been introduced in 1.600 which was
released only three days ago.

I'm having a weird problem with jenkins build numbers and i'm breaking my
head over a week on it, thought to try my luck in here.
I'm not sure what happened or how it happened but suddenly job are getting
tags of other job, and the build number of the other job
