try changing the Jenkins JNLP port to fixed within manage Jenkins ->
config global security, and then restart the server and try again,
I suspect the port that JNLP was taking which was occupied with some other
process, but just give this a try !!

did you tried changing the timezone in jenkins UI within manage jenkins - >
configure system, there is an option to update it.
