How to do: user-A can manage Jenkins, user-B only view the Jobs

Hi, Guys, my Jenkins version is 1.596.2 which is running Ubuntu-12.04.5. I want to use the "Unix user/group database" to manage user in "Configure Global Security". However I found user-A can sign-in into the Jenkins server from the web portal, the user-B cannot sign-in into it.
