I see, how frustrating - isn't pipelines meant to be where Jenkins is
encouraging people to move towards - 'Pipelines as code'

Are there any requirements on a job for when the 'Promote build when...' is
shown / hidden for a job in Jenkins?
I have the plugin installed (2.31), Jenkins has been restarted but for my
given job (a pipeline scm job) i don't see the option to configure the
promotion process in the job configur
