Docker plugin 1.2.1
We've been using the docker plugin for some time now to spin up build agent
containers. Its worked great up until last week.
For some reason Jenkins will just stop spinning up new containers when jobs
are in the queue. I'm not sure what the root cause is

Haven't seen the announcement (my fault) and the problem looked like a
certificate issue.

The Jenkins Jira server is in a maintenance window now. We're upgrading to
Jira 8 and moving the hosting of the Jira server to a server maintained by
the Linux Foundation.
Maintenance window is scheduled to end at 18:00 UTC.
