For future users: if you run into the error 'Client does not have
permissions to send as this sender', simply go to the Jenkins 'configure'
page and set the system admin e-mail address to be the e-mail address that
you use to authenticate to Office 365.

Your user simply doesn't have write permissions to the file in Perforce.
If you still have issues, contact Perforce support, as this is not related
to Jenkins.
