My understanding is
* The resource/csdk/connectivity files are not supposed to be public, it's an
internal layer
* Any files in an /internal subdir are certainly not supposed to be public
* Some of the headers under resource/csdk/security/provisioning are supposed to
be public so they can be used

I am seeing the same issue. From everything that I know about doxygen the
documentation should be produced for the functions as long as the @file
annotation is found in the file. Or, the EXTRACT_ALL tag is set to yes. The
files do have that annotation and the tag is set to yes. I don't know why

As far as I know, none of these need to be exported from a shared library, and
octimer.h is not published to out/
so none of them are public APIs.

octimer just today finished moving from extlibs to resource/c_common.
so I took a look at the header for this small module, and it illustrates
some of the comments we've had in other threads about figuring out what
the API is.
the header octimer.h has two marked-up functions, but several other

Yes, and not only me, but from what I know the issue has been already resolved.
The Windows builds on Jenkins were fine 2-3 hours ago.
