Considering that I mentioned PEAR only once in the announcement and PECL
many times, I'm surprised you picked up on PEAR ;-)
PEAR (broadly speaking) is for applications, classes and scripts written
using PHP.
PECL is for extensions to PHP written using C (or C++).
