paramter, while substr dose.
I wrote a patch to make strn(case)cmp supporting negative length,

I created a patch for the bug #55247 [1] to add the Test::{'method'}(); syntax.
I think it make sense to add this in 5.4+ to be consistent since we
have the same syntax for non static call.
If someone with Zend karma can review/commit it.
