Today I was trying to reduce the number of tests that fail on my solaris
boxes. (because I don't remember to see PHP pass all the tests)
I needed to patch a couple of tests that didn't work well on that plataform.

I think by making developers having to visit external data sources for
basic information would only make the process more complicated. And that
means people will not do it.

Any chance of managing TODO with a wiki (like GNOME does, for instance
[1])? This could also help with release planning [2].
