How does a forwarder know when and where to insert the data?
In the case of Geneve over IPv6, do you mean the device need to scan all the
protocol stack? Or just the outer encapsulation?

as HbH options, then based on the Option Type with highest order 2 bits set to
00 then the v6 nodes that implement IOAM will process the option and others
will skip over.
