the ARP protocol by adding additional IE to the protocol in order to
dynamically resolve an FQDN in a LAN when the arp and dns cache are empty.

Please review my proposal to use ARP in order to resolve FQDNs in a LAN, my
proposal is very useful when the ARP and DNS caches are empty or when there
is no DNS server. (please consider this case).
