Mail is finally being delivered now. I made the change to tcp lmtp and that
solved 1/2 of the problem. I had to tweak some things on the backend as well.
I will document my changes and put them up on my wiki. This is a test
environment under xen so I will spin up an identical environ

Gothca. I was thinking when you said lmtp you meant lmtp, not lmtpproxy.
I will try that later today (as I don't have access to that environment where
I'm at).
