I'm using the cyrus account and it still says that
Permission Error.
make sure that the user you are trying to create with is on the line:
admins: cyrus
or you can use cyradmin

I am having problems getting pop3d.c from version cyrus-imapd-2.0.16 to
compile during "make all". The errors seem to involve parse errors in
include file krb.h and parse and other errors in pop3d.c:

Based on feedback that I received from CMU & a few list members, we
re-compiled cyrus-2.0.16 to use a flat file for the mailboxes.db last
night. We then re-enabled IMP 2.x this morning. It has been running for
about 5 hours now without the run away imapd's that we noticed on
Monday. Hopefully
