You installed the groupware bundle, not just Horde and IMP. This
configures things for you based on the setup script you ran. It
assumes you are authenticating to the imap server on localhost. So
you login with a valid imap user. If you didn't specify an admin user
during setup you need to

pear install -a -B horde/webmail
I was certain the other time I installed this I could access the setup
interface without password.. Don't know what I did wrong now :(
