Its running in windoze XP on hMailServer over MySQL.
So the mailboxes are in the database and there is no /etc/skel.
The hMailServer doco Claims its the responsibility of the client:

running the vista boxes and

I think what you are trying to accomplish is not IMP responsibility.
Try to search that information on your IMAP server provider.
