I got it fixed by not adding the dom extension to PHP 5.2. Apparently
it is an old version and there is a new version built into 5.2.

Administration | Setup and select any of the modules, all I get is a
blank screen and errors in the apache log:

I updated the framework and still have the same problem. I then tried
creating another installation with just dimp, imp, framework, and
horde from yesterday's snapshots. I no longer get the error, but I
still only see "Loading". Should version 5.2 of PHP be working with
