I have just installed Red Hat Linux 8.0 distributed by PCQuest.
I have problem that i want to allow my user to access on time based.

Answer to your question for time based access is SQUID PROXY SERVER. SQUID can be used to for all these purposes easily.
as far as limited access to users are concerned remove addtional shortcuts from the user's profile.
