If some downloads exceeds "N" bytes, limit their speed, and also, If
something important, then I need to prioritize the bandwith consumption for

By googling, I came to know that download-monitor (from
duncanjdavis/download-monitor-submit)
was good with 12.04.
But it looks like the app is not available now. Please advise me some
alternatives
