IBM does post an exported HTML copy of the Upgrade Workflow on the internet,
so you wouldn't need to bring z/OSMF up, to get a copy. I don't know if the
HTML is easy to use, but there is an alternative.

My theory is that IPL boost was initially invented to increase z/OSMF

Interesting! Maybe IBM will think about adding logic so a required
process such as this can be boosted permanently, without affecting
anything else running.
Related: I was surprised a couple of weeks ago when the owner of a
particular ISV product said their program can run on a zIIP. I said

The doc appears to not disallow the offload based on machine model. I thought
it odd to cap the offload to 70% though
