It is very easily derived. I do it all the time...
If I want to know how much power a rack is using, I measure the amps on
each leg of the PDU, then multiply by the volts. If the rack has a s

I was easier for me to setup and get permission from the security folks and our
network folks, the only additional setting we needed were the proxy statements
adding my LAN ID and password to pass thru the proxy

If a port is in use, I would not expect that port number to be returned when
requesting the next available port number, and I would expect it to show up in
a netstat command.
I think a firewall is blocking the ports you are having a problem with.

If you can determine what ports your various firewalls consider "dangerous",
you can reserve them in your TCPIP parms. Then they aren't used via FTP (or
others) when suggesting a temporary highport
