and received "IXC388I SETXCF COUPLE,ACOUPLE REQUIRES TYPE OMVS TO BE ACTIVE ON THIS
SYSTEM" and similarly for TYPE=XCF.

XCF dynamically allocates in-use couple data sets, which will result in a
SYSTEMS scope ENQ for each one. If XCFAS continues to hold an ENQ on a couple
data set that is not in use by any system, you should probably consider
