Design documentation is more important than the computer platform or the
programming language.
A COBOL programmer can be trained in a few months to be capable. Higher
education have followed fads for years around programming languages
I think you missed the part about "US gov legacy systems."
The GAO report calls out "mainframe" and "COBOL" explicitly, which could
impact members of this list.
Seems relevant to me.
