Hi, I used to use guix pull/upgrade through Tor proxy without any
problem for more than a year, but it suddenly got blocked in the last
days, I noticed some TLS error but my connection is fine. So I just
tried to open https://ci.guix.gnu.org/ in browser (Tor) and never load.

You can add the capabilities manually if you copy the binary out of the store.
sudo setcap 'CAP_SYS_RESOURCE=+ep' ./whatever/filepath
