Try to narrow down the GNOME version, supposing that your previous GNOME
was not suffering from this issue.
Then report the bug with as much information as you can to Guix. You should
probably report to the GNOME project as well.

I narrowed down the issue.
So I tried logging in as i3-wm session and streamed/played videos, the
video+desktop stuttering did not occur. This is the case with both of
linux-libre versions 4.9 and 5.3.
But when I login as gnome session and try to stream/play videos, the

This is issue is been there on my system for very long time. It started
right after last core-updates <--> master merge. I waited to till now
to see if any updates fixes it, but no luck. :(
