If 'cf-agent -KI' works the problem might be in ifelapsed parameter. Try to put

Wow. Ok here is what was going on.
In cfengine_stdlib.cf there is a bundle "cronjob" that adds a new cron entry
and will HUP "cron

Agreed, although I imagine it could get pretty elaborate trying to capture all
the different OS/distro variations, different cron
