I write my new policies in a promises.new folder, then a script moves
the old policies in a promises.bkp folder and then move the promises.new
folder to promises folder
The likelyhood that a client request files during a folder move is quite
low I guess

Assuming the policy files are fully tested I stop cf-serverd and then copy
the new files into postion. This usually takes but a few moments. If
your window between client check-ins is large enough you can forgo
stopping cf-serverd.
