Strangely I've not been able to reproduce this today. This time when I aimed
cf-runagent at the host arcdev01 it worked as expected

Can you verify that the keys actually did a physical exchange? Is arcdev01's
public key stored in ppkeys on the server, and vice versa?

I recall running into this when I was flailing around with cf-runagent. If I
recall correctly, the cure I came up with was to run it in
