The "access denied" message is probably key here. You also have to grant access
to the cf-agent command in order to run an EXEC. i.e.

I believe that this "cf3 Executing command /var/cfengine/bin/cf-agent -f

All agent or run agent authentication requires a key exchange. I've not tested
the run agent's interactive key exchange. I do know if it work
