I would say that the example you gave is not an error at all. In my opinion
verbose output is not really human readable and you will find many strange

What are the actual results? Do you have a non zero exit status from cf-agent?
What does the promiser file look like afterward?

I've added the full qualified variable;
"/etc/ntp/step-tickets"
create => "true",
edit_line => append_if_no_line

Perhaps fully qualify $(steptickets): $(ntp.steptickets).
