Also cf-execd first runs cf-agent -f failsafe.cf and then just plain cf-agent.

cf-execd will using splaytime to delay execution of cf-agent. That may be your
time difference.

Weird indeed, I would expect the reverse: if you run would -K, you usually
execute everything, as without -K you might have
