It is some sort of incomplete failsafe mechanism. Copy cf-agent to cf-twin and
the message goes away.

As far as I know there's no such thing and the reason for that is that
to deploy a new cfengine configuration must be a human decision - YOU
must hit the button on the 'svn up' as you know
