Cf-serverd listens on port 5308 and should be running on every client as
well as on the policy server. Cf-serverd is what cf-runagent and cf-agent
talk to.
You should start cf-serverd in your startup scripts.

You need to split your promises in two : one that only copies the file
(and don't set the permission), and one that sets the permissions
