I spent a couple hours trying to figure this out, but I can't even get log
messages out. If someone cares about hdfsproxy, please contribute a patch to
fix this test. Otherwise, I'm looking for a +1 on HDFS-1666 to disable these
tests from running as part of the build.

I had a quick look before. It's trying to download a file that doesn't exist. I
think I fixed that, but it was masking another problem, so I gave up at that
stage.

I agree that we should remove hdfsproxy from HDFS if no one is maintaining it.
