I've decided to apply the patch and rebuild 2.7.1. Is there any way to
verify the patch has been applied successfully and new block report format
is being used? Maybe, some specific messages in logs?

The release 2.7.2 is being voted on. It should get released very soon.The patch
applies to 2.7.1 cleanly, so you could try it, if you can do build and dist on
your own.
