I leave it without path because I have harbour install out from SVN
folder and I do every time I need to build
set HB_COMPILER=mingw (or what compiler I need)
set path=j:\cvs\harbour_%HB_COMPILER%\bin;%PATH%
and my ..\..\..\bin folder contains only SVN files.

I created manually harbour.dll and it works.
